(A) Part of approved site plan - if the work is included as part of an overall site plan that has been approved, the work can move forward under the approved site plan zoning permit. A separate right-of-way permit is not required. The village will verify pipe sizes and inverts to ensure the system won't impede or trap water (on subject site or neighboring properties).
(B) Village installation option.
(1) Resident may request village install drive pipe or ditch enclosure piping.
(2) Village will check existing roadway surface, adjacent yard and ditch elevations.
(3) The Village Engineer will determine suitability of ditch enclosure and drive pipe size/elevations. Ditch enclosure is not always possible.
(4) Resident must pay for materials for installation by village.
(5) Concrete or asphalt driveway restoration is the responsibility of the owner.
(6) If time is of the essence, this may not be the appropriate option.
(7) No permit required.
(C) Owner installation.
(1) Submit a right-of-way permit application to Village Clerk (with fees and deposit).
(2) Submit neat drawings of proposed work (see sample work plan).
(3) Village will check existing roadway surface, adjacent yard and ditch elevations.
(4) The Village Engineer will determine suitability of ditch enclosure and drive pipe size/elevations. Ditch enclosure is not always possible.
(5) Village must approve privately installed pipe and pipe elevations.
(6) Unapproved pipe or installation must be removed or replaced at owner's expense.
(7) A zoning permit is not required.
(8) Disturbed areas shall be repaired with a minimum of three inches of screened topsoil, a high quality residential seed mix, mulching and watering/fertilizer as needed to ensure full germination within 60 calendar days.
