The Planning and Zoning Commission may recommend that Council adopt or Council may on its own initiative demand as conditions of approval any other requirements that it deems necessary to fulfill the purposes and intent of this chapter, including guarantees that any conditions will be fulfilled, a contractual money defaults, deposits and bonds.
