Any person, firm or corporation violating any of the provisions of this chapter or who fails to comply with any order issued pursuant thereto shall forfeit and pay not less than $10 nor more than $500 for each offense. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues. Such summary may be recovered in a civil action brought in the Court of Common Pleas in the county by the Solicitor in the name of the village.
