All proposed subdivisions shall conform to the adopted Land Use and Thoroughfare Plan where not in conflict with an official zoning ordinance. Whenever a tract to be subdivided embraces any part of a major thoroughfare, or collector street shown on the adopted Land Use and Thoroughfare Plan, such part of the proposed public way shall be platted by the subdivider in the location and of the width indicate on the adopted Land Use and Thoroughfare Plan.
