Pedestrians upon the sidewalks shall have the right-of-way at all times over persons using skateboards, roller skates or in-line skates upon any sidewalk not prohibited in this chapter. Any person using or operating a skateboard, roller skates or in-line skates on any sidewalk shall turn off the sidewalk at all times when meeting or passing pedestrians.
