11-3-5: SIDEWALKS:
   A.   Sidewalks shall be included within the dedicated nonpavement right of way of all streets.
   B.   Sidewalks shall be improved on both sides of streets, and shall be four feet (4') in width and constructed to standards approved by the director of public works. A median strip of grassed area at least five feet (5') wide shall separate all sidewalks from adjacent curbs.
   C.   In order to facilitate pedestrian access from roads to schools, parks, playgrounds or other nearby roads, the planning and zoning commission may require perpetual unobstructed easements at least ten feet (10') in width.
   D.   The planning and zoning commission, in its discretion, may waive the requirement that the applicant install sidewalks prior to the signing of the subdivision plat, and that as an alternative, the applicant post a bond or set up an escrow account to cover the cost of construction. The planning and zoning commission will estimate the amount needed to assure that installations and dedication of the uncompleted portion of the required improvements can be carried out. (2005 Code)
