After the canvass of the vote at the municipal election, the Municipal Clerk-Treasurer shall prepare a certificate of election for each person whom the Canvassing Board has declared to have received the highest vote, and in the form as nearly as possible prescribed by state law, which shall be signed by the Mayor under the seal of the municipality and countersigned by the Municipal Clerk-Treasurer. Said certificate shall then be delivered to the persons so elected.
