It shall be unlawful for any person knowingly or willfully to hinder, obstruct or resist any police officer in making any arrest or performing any other duty of his or her office, or to refuse or neglect to assist any police officer when called upon by him or her in the making of any arrest or the conveyance of a prisoner to jail.
