It shall be unlawful for any person or persons, other than those operating a licensed packing or slaughterhouse, or having the charge, custody or control thereof, to keep any animal or fowl, other than household pets, in pens, lots, stables or other enclosures, or herd any animal or fowl, or otherwise permit any animal or fowl to go loose or run at large in any of the public ways or upon the property of another within the corporate limits of the city, nor shall any person, either as owner, bailee, keeper or custodian, keep or maintain any chickens, ducks, turkeys, geese or other similar fowl.
