(A) The following parts of streets are hereby made and declared to be four-lane streets and shall have two contiguous lanes for traffic moving in each direction.

(B) A double yellow line shall be painted along approximately the center of each such part of a street, except where there are traffic islands. A white line shall be painted between the contiguous lanes for traffic moving in the same direction.
