(A) Except when a special hazard exists that requires lower speed for compliance with this section, the limits set forth in this section shall be maximum lawful speed, and no person shall drive a vehicle on any street or alley at a speed in excess of the limits set forth herein.
(B) The maximum speed limits hereunder are:
