§ 71.04 OBSTRUCTING ALLEY.
   (A)   It shall be unlawful for the owner or operator of any vehicle to allow the vehicle to be parked in any alley, except for the purpose of loading or unloading, and then only shall such vehicle be parked during the time necessary to load or unload which shall not exceed the maximum limit of one-half hour. Every vehicle while loading or unloading in any alley shall be parked in such a manner as will cause the least obstruction possible to traffic in such alley. The Chief of Police is hereby authorized to tow away any vehicle obstructing or parked in any alley located in the city.
   (B)   It shall be unlawful for any individual, resident or property owner of the city to allow any obstruction to be placed in an alley located in the city limits.
