(A) All traffic regulations adopted by the municipality shall be applicable to the areas known as the Junior-Senior High School property and the Grade School property which are described as:
(1) Lot 7, Subdivision of Block 3, Barthuly First Addition to the city, according to the recorded plat thereof;
(2) All unplatted land including Tax Lots 63 and 64A, bounded on the north by Barthuly First Addition; bounded on the east by 16th Avenue; bounded on the south by Logan’s Addition and bounded on the west by 19th Avenue (Agate Highway) within the city; and
(3) Lots 1 and 2, Block 2, Logan’s Addition and Lots 2 and 3, Block 4, Logan’s Addition to the city, according to the recorded plat thereof, Tax Lots 5 and 6, unplatted lands within the city.
(B) The governing body finds that such areas are within the municipality and are owned or are under the control of the school district and are semi-public places.
