It shall be the duty of the sanitation crew to remove all garbage to the city dumping grounds in accordance with pick up schedules to be established by the City Council. Garbage shall be picked up at least once a week in residential districts and three times per week in the business district, weather permitting. The frequency of the pick up of garbage from commercial institutions shall be agreed upon between the City Council and the individual business concern, but in no case shall it be less than once a week. Burnable and non-burnable trash or rubbish and yard refuse in residential districts shall be picked up at least once each week on a regularly scheduled garbage pick up date. It shall be the duty and responsibility of the sanitation crew to leave all areas at the collection points clean and free from litter after collections are made and to take every precaution possible to prevent garbage or other refuse from blowing or scattering while it is being hauled to the city dumping ground.
