§ 51.10 MANURE.
   It shall be the duty of all property owners or tenants occupying premises upon which manure of any kind accumulates to provide receptacles with a tight, flyproof cover therefor, and said receptacles shall be emptied promptly and completely when full, and the contents thereof shall be disposed of in a manner satisfactory to the City Council.
