The collection of garbage and trash from the various premises within the city shall be done at such times as may be designated by the City Clerk-Treasurer. Collection services shall be rendered once weekly for residential units. Collection services for business or commercial establishments shall be rendered once weekly, or more frequently depending upon the volume of garbage and trash accumulating for collection. The owner, tenant or lessee of the premises, at the time so designated for collection, shall cause all the containers and bundles in which garbage and trash have been accumulated to be conveniently placed along the property line of the premises abutting the alley at the rear thereof, or, in the event the premises do not abut upon an alley, all such containers and bundles shall be conveniently placed along the property line abutting the street or avenue in front of the premises, or at such other location as may be designated by the City Clerk-Treasurer. If the containers and bundles are placed along the property line abutting the street or avenue in front of the premises, they shall be allowed to remain there only on the designated day of pick up as set by the City Clerk-Treasurer.
