(A) There is hereby adopted the Manual of Policies, Procedures, Rules and Regulations, most current edition, as the governing policies, procedures, rules and regulations for the Police Department. The Manual is adopted by reference and made a part of this code, the same as if set forth in full herein.
(B) The Chief of Police shall have authority to establish additional policies, procedures, rules and regulations, and shall have authority to abolish, revise or modify existing policies, procedures, rules and regulations, after consultation with, and approval by, the Mayor.
(C) The Council retains all of its lawful authority to adopt, by ordinance or resolution, policies, procedures, rules and regulations governing the Police Department. In any case of conflict between an ordinance or resolution and a policy, procedure, rule or regulation established by the Chief of Police, the ordinance or resolution shall be given effect.
