§ 94.16 PERMIT FOR PLANTING TREES.
   No person shall hereafter plant any tree upon any public right-of-way, street or alley unless he or she shall have first obtained a permit in writing from the village specifying the size, type, species, and location on the public right-of-way, street, or alley of the tree so to be planted. Any person violating the provisions hereof shall be fined not more than $50 and the cost of prosecution. The Village Administrator shall have the authority to deny a permit to any person who proposes to plant any tree or shrub upon a public way, street, or alley, of a size, type or species found to be undesirable by the Commission, or found to be undesirable for the location proposed; or a permit may be denied to any person who proposes to plant any tree or shrub upon a public way, street, or alley if the location is unsuitable for the type or size of the tree.
