(A) Any person, corporation, partnership, or any other type of entity making an excavation, or opening of any kind in a public street or alley or utility right-of-way, shall first obtain a permit approved by the Village Administrator of the village.
(B) In the event of emergencies permits shall be obtained as soon as possible.
(C) All excavations made in travel areas shall be filled with compacted gravel or granulated fill and resurfaced as approved by the Street Commissioner.
