§ 76.15 DISABLED MOTOR VEHICLES.
   (A)   Any car, disabled or otherwise remaining continuously in the same place on public streets, alleys, park lands, parking lots or any other public property for more than 48 hours is hereby declared a public nuisance.
   (B)   All disabled motor vehicles shall be removed from public streets, alleys, park lands, parking lots and any other public property within 48 hours of becoming disabled.
   (C)   Any disabled motor vehicle not removed as required in division (B) above, shall be removed from such public place at the expense of the owner thereof. In addition, such owner may be charged reasonable storage fees.
   (D)   Any car that is not operable for any reason shall be considered disabled. Any car with a flat tire or tires shall be considered as not in operable condition.
   (E)   Whoever violates this section is guilty of a minor misdemeanor. Each day the violation continues shall constitute a separate offense.
