§ 76.13 PARKING AFTER SNOWFALL.
   (A)   No owner or operator of a motor vehicle shall fail to move the motor vehicle owned, operated, or under their control from village streets as hereinafter designated upon notice.
   (B)   No owner or operator of a motor vehicle shall park the same upon the following streets after an accumulation of four inches of snow or after the Mayor has declared a snow emergency:
      (1)   Fourth from Paris to Ohio;
      (2)   Main from First to Seventh;
      (3)   Hanover from Third to Fifth;
      (4)   Lincoln Drive.
   (C)   The Mayor may, in his or her discretion, declare a snow emergency at any time that he or she determines the accumulation of snow unnecessarily interferes with the cleaning of streets and free flow of traffic. The Mayor may declare an emergency as to all streets or he or she may designate specific streets.
   (D)   It is declared a minor misdemeanor for any owner or person in control of a motor vehicle to fail to remove the same from a village street that is parked in violation of division (A) of this section, upon being notified by any village police officer or employee that the vehicle is being parked in violation of this section.
   (E)   Any vehicle parked in violation of division (A) of this section may be towed by authorized agents of the village and stored at either Dahlinghaus Garage or Hausfeld Motors. All towing and storage charges shall be paid by the owner or person in control of the motor vehicle as a condition to regaining possession thereof.
   (F)   The Police Department shall keep a record of any vehicle towed and their location.
