Where pretreatment of flow-equalizing facilities are provided or required for any waters or wastes, they shall be maintained continuously in satisfactory and effective operation by the owner(s) at their own expense. The operation of such treatment facilities shall be in accordance with any and all United States Environmental Protection Agency Pretreatment Standards as may be in effect at any given time.
