Appeals of the staff and administration's decision on enforcement of these regulations, rules and requirements established in the design guidelines or other information, materials or forms promulgated by the staff shall be taken to the Village Council by filing a notice of appeal with the Fiscal Officer. Appeals shall be filed within ten days of the staff or administration's decision. Decisions by the Village Council shall be subject only to judicial review in accordance with law.
