§ 52.042 UNPOLLUTED DISCHARGE.
   (A)   No user(s) shall discharge or cause to be discharged any unpolluted waters such as stormwater, groundwater, roof runoff, subsurface drainage, or cooling water or unpolluted process water to any sanitary sewer.
   (B)   No user(s) shall discharge or cause to be discharged to any public sanitary sewer any harmful waters or wastes, whether liquid, solid or gas, capable of causing the following:
      (1)   Obstruction to the flow in the sanitary sewers.
      (2)   Damage or hazard to structures, equipment and personnel of the sanitary sewage system.
      (3)   Other interference with the proper operation of the sanitary sewage system.
   (C)   No user(s) shall discharge or cause to be discharged any sewage to any storm drain.
   (D)   Use of the public sanitary sewers may be terminated by the village for any violation of any rule, regulation or condition of service and for the following reasons:
      (1)   Misrepresentation in any application, permit to install, and the like as to the property or fixtures to be served by the sanitary sewer system.
      (2)   Improper or imperfect service pipes and fixtures, or failure to keep the same in suitable state of repair.
      (3)   Failure to comply with all applicable federal and state regulations and failure to maintain current federal or state permits.
   (E)   The discharge of industrial waste into the public sanitary sewer system, other than those explicitly permitted, is prohibited. In addition to meeting the requirements of these regulations, compliance must be made with all applicable state and federal regulations, including the village's NPDES permit.
   (F)   No user(s) shall ever increase the use of process water, or in any other way attempt to dilute a discharge, as a partial or complete substitute for adequate treatment to achieve compliance with a pretreatment standard or requirement. The village may impose mass limitations on users which are using dilution to meet applicable pretreatment standards or requirements or in other cases where the imposition of mass limitations is appropriate. No user shall in any way degrade an acceptable discharge whether or not the resulting blend is still within established limits.
