§ 52.041 DATA ON DISCHARGE.
   (A)   Each major contributor shall provide protection from accidental discharge of prohibited materials or other substances regulated by these regulations. Facilities to prevent accidental discharge of prohibited materials shall be provided and maintained at the owner's or user's own cost and expense. Detailed plans showing facilities and operating procedures to provide this protection shall be submitted to the village for review, and shall be approved by the village before construction of the facility.
   (B)   No major contributor who commences discharge to sanitary sewers after the effective date of these regulations shall be permitted to introduce pollutants into the system until accidental discharge prevention procedures have been approved by the village.
   (C)   Review and approval of such plans and operating procedures shall not relieve an industrial user from responsibility to modify the user's facility as necessary to meet the requirements of these regulations. All major contributors shall notify the village immediately of all discharges which could affect the operation, cause pass-through, or cause elevated levels of sludge contamination at the wastewater treatment facility. Batch dumps, slug discharges and/or discharge from holding tanks are prohibited. The notification shall include location of discharge, type of waste, concentration and volume, and emergency actions taken by the user. Any user who does not comply with the above or fails to notify the village as required shall be subject to the fine and criminal penalties indicated in § 52.999.
