§ 52.027 SEWER TAP CONSTRUCTION.
   (A)   All costs and expenses incidental to the installation and connection of the building sewer shall be borne by the user(s). The user or users shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by the installation of the building lateral/sewer.
   (B)   A separate and independent building sewer shall be provided for every building.
   (C)   Old building sewers may be used in connection with new buildings when they are found, on examination and tested at the property owner's expense to determine if all requirements of this chapter are met.
   (D)   The size, slope, alignment, materials of construction of a building sewer, and the methods to be used in excavating, placing of the pipe, jointing, testing, and backfilling the trench shall conform to the requirements of the Village of Minster Subdivision Regulations and Design Standards or other applicable rules and regulations of the village.
   (E)   Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sanitary sewer, sewage carried by such building drain shall be lifted by an appropriate sewage pump and discharged to the building sewer.
   (F)   No person or persons shall make connection of roof downspouts, foundation drains, yard drains, or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer.
   (G)   The connection of the building sewer into the public sewer shall conform to the requirements of the Village of Minster Subdivision Regulations and Design Standards or other applicable rules and regulations of the village. All such connections shall be made gas-tight and water-tight and be verified by proper testing. Any deviation from the prescribed procedures and materials must be approved by the village before installation.
   (H)   The applicant for the building sewer permit shall notify the village when the building sewer is ready for inspection and connection into the public sanitary sewer. The connection and testing shall be made under the supervision of a designated representative of the village. Request for inspection must be made at least 24 hours in advance. Inspection will not be made after 3:00 p.m. on weekdays, on weekends, or holidays observed by the village.
   (I)   No part of any lateral shall be covered until it has been inspected and approved by a designated representative of the village. All materials used in the installation must be approved and inspected by a designated representative of the village.
   (J)   All building sewers/laterals within the village's service area shall be constructed in accordance with the Village of Minster Subdivision Regulations and Design Standards or other applicable rules and regulations of the village.
   (K)   The size and slope of the lateral shall be subject to the approval of the designated representative of the village, but in no event shall the diameter be less than four inches. The slope of such four-inch pipe shall not be less than 0.012 feet per lineal foot. The lowest inlet to said sanitary sewer lateral, however, must not be less than 18 inches above the top of the public sanitary sewer to which the lateral is connected.
   (L)   Whenever possible the lateral shall be brought to the building at an elevation below the basement floor. No lateral shall be laid parallel to or within three feet of any bearing wall, which might thereby be weakened. The depth shall be not less than 48 inches to the top of the sanitary sewer pipe. The lateral shall be laid at uniform grade and in straight alignment insofar as possible. Changes in direction shall be made only with properly curved pipe and fittings, and there shall be accessible cleanouts properly placed at any change of direction of 20 degrees or more.
   (M)   All excavations required for the installation of laterals shall be open trench work unless otherwise approved by the designated representative of the village. Sanitary pipe 1aying and backfilling shall be performed in accordance with ASTM specifications, except that no backfill shall be placed until the work has been inspected by a designated representative of the village. The inside of every sanitary sewer, after it is laid, must be left smooth and lean throughout its entire length, and be true to line and grade. All lateral taps are to be of the saddle type. Protruding taps will not be acceptable.
   (N)   The connection of the lateral into the public sanitary sewer shall be made at the service connection. If such service connection is not available, a suitable service connection will be provided by the applicant under the direct supervision of a designated representative of the village.
   (O)   Extension of public sewers shall be done only by the village when the need is established, or by the applicant or developer as required in the Village of Minster Subdivision Regulations and Design Standards or other applicable rules and regulations of the village.
   (P)   All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, right-of-ways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
