(A) No new utility account will be opened for an applicant until the applicant pays, in full, for all utility services previously provided to that applicant.
(B) No new utility account will be opened for a location unless all utility bills for services previously provided to that location are paid in full.
(C) No utility account will be opened for service to a real estate location where the landlord or renter has a previously unpaid account for utility services.
