The board of local improvements shall consist of the village president and two (2) trustees. The two (2) trustee members shall be two (2) trustees who serve as members of the public works committee pursuant to an annual appointment by the village president, with the advice and consent of the village board, at the same time that committee appointments are made or as soon thereafter as is reasonably practical. In the event that the two (2) trustee members are not appointed when committee appointments are annually made, the two (2) trustee members appointed for the previous year shall remain as members of the board of local improvements until an appointment of their successors is made.
