7-5-11: TREE PERMITS:
   A.   Every applicant for a tree permit shall submit their request to the Village Clerk on a form to be provided by the village.
   B.   Upon receipt of any application for a tree permit, the Village Clerk shall, as soon thereafter as practicable, forward said application to the Superintendent.
   C.    The Superintendent shall, with the assistance of the village arborists, review the application and shall, within thirty (30) days after receipt, make a final written determination either issuing or denying the tree permit. However, if the Superintendent, in his or her sole discretion, determines that additional information is needed in order to fully process the application, he or she shall have the authority to request such additional information from the applicant and the time for the Superintendent's final written determination shall be extended until thirty (30) days after all information so requested is received from the applicant.
   D.   In the event that the Superintendent refuses to issue any requested tree permit, the applicant shall have the right to appeal said decision to the Village Board. Any such appeal must be filed, if at all, in writing with the Village Clerk within thirty (30) days of the Superintendent's final determination. The decision of the Village Board on all appeals is and shall be the final administrative decision of the village.
   E.   Every tree permit issued pursuant to this chapter shall be good for a period of one (1) year from the date of issuance and shall expire if the work authorized by the tree permit is not commenced within such one (1) year period.
   F.    Every tree permit issued pursuant to this chapter shall be subject to any and all reasonable conditions and restrictions that the Superintendent (or the Village Board, in the case of appeal) determines are necessary to ensure compliance with all applicable guidelines contained in the village's Urban Forest Management Plan.
