7-5-2:    URBAN FOREST INVENTORY; URBAN FOREST MANAGEMENT PLAN:
   A.   On or before January 1, 2020, the Superintendent shall conduct an Urban Forest Inventory for the Village of Minooka, which inventory must be approved and adopted by the corporate authorities of the village. Once the Urban Forest Inventory has been completed and adopted by the corporate authorities of the village, it shall be kept and maintained by the Superintendent. Thereafter, the Superintendent shall update the Urban Forest Inventory of the village at least annually, and shall submit the updated inventory to the corporate authorities of the village for approval and adoption. The Urban Forest Inventory must include an appraised value for each tree.
   B.   On or before January 1, 2021, the Commission shall recommend an Urban Forest Management Plan for the Village of Minooka, which plan must be approved and adopted by the corporate authorities of the village. Once the Urban Forest Management Plan has been adopted by the village, the Commission shall review it at least annually and make any recommendations and proposals for amendments of, additions to, or deletions from said plan as it may determine to be necessary from time to time.
   C.   The Urban Forest Management Plan:
      1.   Shall cover a period of at least five (5) years;
      2.   Shall be based upon guidelines published by the American National Standards Institute from time to time; and
      3.   Must include, at a minimum, the following:
         a.   Tree selection guidelines (including a preferred species list, a non-preferred species list, and a prohibited species (nuisance and invasive) list); and
         b.   Tree diversity guidelines; and
         c.   Tree planting guidelines; and
         d.   Tree removal guidelines; and
         e.   Tree transplantation/translocation guidelines; and
         f.   Tree care and management guidelines; and
         g.   Budgetary and staffing guidelines; and
         h.   Template tree permit application materials. (Ord. 2019-19, 8-27-2019)
