No map or plat of any subdivision presented for record affecting land within the corporate limits of the Village, and in contiguous territory not more than one and one-half (1 1/2) miles beyond such corporate limits, and not included in any city, village or incorporated town, after the adoption of the official plan, shall be entitled to record or shall be valid unless the subdivision thereon shown shall provide for streets, alleys and public grounds in conformity with any requirements applicable thereto1.
