10-3-6: SERVICE RATES, CHARGES:
A.   Monthly Charges or Rates for Users of Water Services Only: For each user of water services only, there shall be a monthly charge or rate based upon the amount of water consumed monthly as follows:

      Effective January 1, 2031, and every year thereafter on January 1, there will be a three percent (3%) increase from the prior year in the monthly charge or rate based upon the amount of water consumed.
      For non-governmental users residing or located outside the corporate limits of the village, the above rate schedule shall be increased by fifty percent (50%).
   B.   Monthly Charges or Rates for Users of the Sewer Services Only: For each user of sewer services only, there shall be a monthly charge or rate based upon the amount of water consumed monthly as follows:

      All users that discharge water into the Village’s sewer system but do not have a water connection shall install a separate sewer meter, which shall be governed by the same rules applicable to water meters under this Chapter, except that such user shall always be responsible for all costs associated with said sewer meter. Sewer meters must be tested for accuracy at least annually, at the user’s sole cost and expense.
      For non-governmental users residing or located outside the corporate limits of the village, the above rate schedule shall be increased by fifty percent (50%).
   C.   Monthly Charges or Rates for Users of the Combined Waterworks and Sewer Services: For each user of the combined water and sewer services there shall be a monthly charge or rate based upon the amount of water consumed monthly as follows:

      For non-governmental users residing or located outside the corporate limits of the village, the above rate schedule shall be increased by fifty percent (50%).
      In the event that any user of the combined water and sewer system believes that there is a difference between the monthly level of water and sewer services used or expected to be used, that user may elect to meter water and sewer services separately. Any user that elects to separately meter water and sewer services pursuant to this Section shall be charged for each such service according to the price of that service only, as set forth above, but such user shall always be responsible for all costs associated with said sewer meter. Sewer meters must be tested for accuracy at least annually, at the user’s sole cost and expense.
      The Village reserves the right to require that a non-residential user meter water and sewer services separately whenever the Village determines that there is a significant difference between the monthly level of water and sewer services used or expected to be used. Any user required to separately meter water and sewer services pursuant to this Section shall be charged for each such service according to the price of that service only, as set forth above.
   D.   Account Maintenance Fee: Effective January 1, 2023, a monthly fee of twenty-five dollars ($25.00) will be charged to all active utility accounts. Sprinkler system accounts (fire suppression) will not be charged this monthly fee.
   E.   Separate Meters:
      1.   For all properties containing more than one residential unit and/or commercial account, each such residential unit or commercial account shall be metered separately.
      2.   As an alternative, one meter may be used for all residential units and/or commercial accounts located on a single property, provided that the owner of such property shall be responsible for the entire bill each month, and shall be classified as commercial for water and sewer deposit rates.
   F.   Bulk Water:
      1.   Bulk Water Filling Stations: Bulk water filling stations are to be used for supplying water to customers who wish to purchase and transport water, without the need for renting a hydrant meter. The customer shall set up an account with the Village of Minooka and shall have access to water whenever the stations are accessible. Customers shall be charged three times the water services rate per one thousand (1,000) gallons. Customers will be responsible for credit card processing fees.
      2.   Hydrant Meter: An application for rental of a hydrant meter with backflow preventer shall be submitted to the department of public works for review and approval by the Superintendent of Public Works or designee. The application shall be accompanied by the appropriate deposit amount to be established on an annual basis based upon replacement costs for the size and type of meter rented. Water shall only be taken at the hydrant(s) approved for use by the Village. Meter readings shall be provided to the Village on a monthly basis, either through the automatic read equipment attached to the meter provided, or by manual readings provided by the customer. Final or annual balance readings will be read by the Village and final or annual balance payment will be paid at that time. Hydrant meters cannot be rented for longer than twelve (12) months without approval of the director of public utilities.
