10-1-6: MAILBOXES:
   A.   Mailbox Specifications: Mailboxes and their installation shall conform to the specifications of the U.S. postal service, guidelines issued by the American Association of State Highway and Transportation Officials (AASHTO), and "U.S. mail" and "approved by the postmaster general" standards, which are incorporated herein by reference. Address numbers must be inscribed in contrasting color in neat letters and numerals not less than one inch (1") high on the side of the box visible to the carrier's regular approach or on the door if boxes are grouped.
   B.   Unapproved Mailboxes: For purposes of this section, an "unapproved mailbox" is defined as a mailbox which is not approved by the U.S. postal service, whose installation does not comply with specifications of the U.S. postal service or guidelines issued by the American Association of State Highway and Transportation Officials (AASHTO), or which is a masonry mailbox stand.
   C.   Limitations On Unapproved Mailboxes: Citizens must seek approval from the public works superintendent or his designee prior to the installation of any unapproved mailbox. Unapproved mailboxes must conform to the same requirements as approved manufactured boxes relative to flag, size, height, strength, and quality of construction, shall not present or create an unreasonable, dangerous or hazardous obstruction, and shall comply with the specifications as set forth by the public works superintendent or his designee. Masonry mailbox stands are allowed only on residential streets with a speed limit no greater than twenty five (25) miles per hour, and shall not be permanently mounted (with footings or otherwise) to the ground. An appropriate waiver and/or release holding the village harmless must be executed and the approval from the postmaster (if applicable) shall be filed with the village clerk.
   D.   Notification: Upon notification by the U.S. postal service or the village, the postal patron shall remove any mailbox that is found to violate the intent of the specifications and guidelines as set forth herein.
   E.   Replacement Of Mailbox: If any mailbox was installed and properly maintained in accordance with the specifications of the U.S. postal service and guidelines issued by the American Association of State Highway and Transportation Officials (AASHTO) and is damaged or knocked down by the village's snow removal or other village maintenance activities, the village will: 1) repair the mailbox (temporarily or permanently) or 2) reimburse the resident for the cost of materials for the standard type mailbox and post and it shall be the responsibility of the resident to purchase and install the mailbox and/or post. The village's liability per occurrence is limited to the actual cost of a standard "approved by the postmaster general" mailbox (selected at the village's discretion), or a cash settlement not to exceed fifty dollars ($50.00), and any difference in cost between the damaged and replacement mailbox will not be reimbursed.
