The license fee or tax as set forth in Section 9-2-2 hereof shall be due and payable annually in advance on or before April 30 of each fiscal year and the license shall be for one year; provided, that each owner or operator of such a motor vehicle or motor bicycle coming into possession of such vehicle or bicycle after the expiration of six (6) months of the fiscal year pay one-half (1/2) the annual fee provided for.
