A. No person shall drive any vehicle upon any public highway of the village at a speed which: 1) is greater than is reasonable and proper with regard to traffic conditions and the use of the highway, or endangers the safety of any person or property; or 2) is greater than the applicable maximum speed limit established by this section. The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when approaching a hillcrest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions; and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
B. Unless otherwise posted by a uniform traffic sign, the maximum speed limits on all streets which are within the corporate limits of the village and which are not under the jurisdiction of the state of Illinois department of transportation and for which any county or highway commissioner does not have the maintenance responsibilities, shall be twenty five (25) miles per hour in a residential district and fifteen (15) miles per hour in an alley. Signs may be installed at the entrances to subdivisions indicating a speed limit of twenty five (25) miles per hour unless otherwise posted.
C. No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation of his vehicle or in compliance with law. (Ord. 2014-21, 6-24-2014)
