Any person who shall violate any of the provisions of this chapter shall be punishable as provided in section 1-4-1 of this code. Nothing contained in this chapter shall be construed so as to prevent the village, or any of its duly authorized agents, from instituting any other form of action at law or in equity to enforce the provisions, or to prevent or abate violations of this chapter.
