No defecation or manure shall be dumped or left on any street, alley, sidewalk, nor on any open area or lot in any portion of the village; provided however that this provision shall not be construed to prohibit the use of manure as fertilizer for lawns and gardens in keeping with ordinary and customary practices, in a manner that does not create a nuisance.
