8-4-5: RUNNING AT LARGE:
It is hereby declared unlawful and shall constitute a nuisance for any person to allow or cause an animal to "run at large". An animal will be considered to be "running at large" when it is off or outside the premises of its owner, unless it is controlled as follows:
   A.   By a line or leash not more than eight feet (8') in length, provided that the line or leash is held by a competent person who has the capacity to control the animal.
   B.   The animal is confined within a vehicle being driven, parked or stopped. (Ord. 2006-36, 10-10-2006)
