It shall be unlawful for any person to post, paint, cut, write or otherwise place any handbill, notice or any written or printed matter upon any bridge, approach to a bridge, fence, wall, stone, post, tree, building or other public place without the consent of the owner of said property, or to break any window or in any manner to injure any building, fence, sidewalk or tree.
