It shall be unlawful for any person to play ball, raise or fly any kite or ride any bike, skateboard and roller skates in any part of the village devoted to business purposes, or in any street, alley or other public place in any portion of the village, to the disturbance or annoyance of any citizen or person passing along any such street, alley or other public place.
