No person shall fire or discharge any gun, cannon, musket, rifle, fowling piece, pistol, air gun or firearm of any description, or release or fire any projecting type instrument such as an arrow within the limits of the village, except in cases of necessity or in the performance of a public act or lawful duty, without first having obtained permission from the village president for that purpose.
