Any police officer of the village may call to his assistance any person over the age of twenty one (21) years to assist him in the execution of any legal process, or in making an arrest of any offender against the ordinances of the village or the laws of the state of Illinois, or to assist in the preservation of the public peace, and if such person so summoned neglects or refuses to aid and assist in taking, arresting or securing any person against whom there may have been issued any civil or criminal process, or neglects or refuses to aid and assist in retaking or securing who, after having been arrested or confined, may have escaped from any such arrest or imprisonment, or neglects or refuses to aid and assist in preventing any breach of the peace or the commission of any criminal offense, being thereto lawfully required by any police officer of the village concerned in the administration of justice, shall be deemed guilty of a misdemeanor.
