The provisions of this Chapter are intended for special situations in which:
A. Special amenities and benefits to the Village beyond those required by this and other Village ordinances can be achieved by allowing more flexible design than is otherwise permitted by such requirements; or
B. Properties with unique constraints such as environmentally sensitive areas or infill parcels require a more flexible approach to land use control to make possible development that is sensitive to such constraints. (Ord. 1997-08, 5-27-1997)
