6-2-4: FINAL PLAT:
   A.   General:
      1.   All information required on the preliminary plat as herein set forth in Section 5-12-4, except those required therein in subsection B2 through 8 and subsection C4, 7 and 8 shall be shown accurately and drawn at a scale of not more than one hundred feet to the inch (100' to 1") with black waterproof drawing ink on transparent linen tracing cloth on one or more sheets, each having a maximum dimension of twenty nine inches by twenty nine inches (29" x 29"), in a manner that clear and legible transparent or contact prints and photostatic copies can be made.
   B.   Additional Delineation:
      1.   Accurate angular and lineal dimensions of all lines, angles and curvatures, with functions used to describe all boundaries including: boundary line survey of tract; streets; alleys; easements; areas to be reserved for public use; and other important features. Error of closure of boundary-line surveys shall not exceed one in ten thousand (1 foot for each 10,000 feet of perimeter survey). Angular error shall not exceed plus or minus twenty (±20) seconds. Lot lines to show dimensions in feet and hundredths, and when an angle occurs in any lot line between lot corners, the measurement of the angle shall be shown in degrees, minutes and seconds. The final plat shall show accurately the location of all permanent lot markers as actually installed.
      2.   An identification system for all blocks and lots using consecutive numbers.
      3.   True angles and distances to the nearest established street lines and official monuments (not less than 3), which shall be accurately described in the plat by location, size and elevation.
      4.   Municipal, township or section lines accurately referenced to the lines of the subdivision by distances and angles of same are on the boundary or within one hundred feet (100') of said subdivision.
      5.   Accurate location of all monuments which shall be placed at all block corners, angle points and at intermediate points as shall be required by the Village Engineer, and installed in such a manner that they may be located by a registered surveyor. All USGS, State, County, Village or other official benchmarks, monuments or triangulation stations in or adjacent to the property shall be preserved in precise position.
      6.   Accurate outlines of any areas to be dedicated or reserved for public use or for the exclusive use of property owners within the subdivision.
      7.   Protective covenants, or filed as an accompanying document.
   C.   Certificates: The application for approval of the final plat shall not be deemed completed until the following certificates, other than the Village Clerk certificate, have been duly executed:

   D.   Easement Provisions: The final plat shall contain the following grant of easements to the Village:
   EASEMENT PROVISION
      A permanent nonexclusive easement is hereby reserved for and granted to the Village of Minooka, Illinois, Commonwealth Edison Company and to those public utility companies operating under franchise from the Village of Minooka, including, but not limited to, Ameritech Telephone Company, Northern Illinois Gas Company, and to their successors and assigns, in, upon, across, over, under, and through the areas shown by dashed lines and labelled "Easements" on the attached Plat of Subdivision for the purpose of installing, constructing, inspecting, operating, replacing, renewing, altering, enlarging, removing, repairing, cleaning and maintaining electrical, gas, telephone, or other utility lines or appurtenances, storm and flood water channels, basins, sewers, storm sewers and sanitary sewers, water transmission mains and lines, valve vaults and hydrants, and any and all manholes, hydrants, pipes, connections, catch basins, buffalo boxes and without limitation, such other structures and appurtenances as may be necessary or convenient for the furnishing of public utility services, together with the right of ingress and egress across and through the easements for persons and equipment to do any or all of the above work. The right is also hereby granted to the Village and Utilities to cut down, trim or remove any trees, shrubs or other plants on the easements that interfere with the operation of the above or with the exercise of any rights under this paragraph. No permanent buildings or trees shall be placed on said easements, but the same may be used for gardens, shrubs, landscaping and other purposes that do not then or later interfere with the aforesaid uses and rights. Easements are hereby reserved for and granted to the Village of Minooka over all of the easement areas for ingress, egress and for the performance of municipal and other governmental services, including water, storm and sanitary sewer service and maintenance. All the easements indicated shall be perpetual, except those identified as "temporary". The easement areas shown as detention or retention easements shall include, in addition to the above rights, the right to flood such area with storm waters, and shall also include the right to install and maintain storm water detention and retention structures. No fences, permanent buildings or trees shall be placed in easements labeled "emergency overland release routes".
