There is hereby imposed a collection charge of twenty five dollars ($25.00) upon any person who shall present a check or other payment instrument to the Village in payment of any of the fees and charges of the Village as listed hereafter in the event such check or payment instrument is dishonored; a) because the drawer of the check or payment instrument does not have sufficient funds on account with the bank or other financial institution upon which the check or other payment instrument is drawn, or b) because a stop order has been issued by one of the account owners with regard to the check or payment instrument. The collection charge as set forth above shall be in addition to any other charge, fee or penalty imposed by this Code, and may be imposed one time for each such check or payment instrument which is presented to the Village and subsequently dishonored. The following fees and charges imposed by this Code may be the subject of a collection charge as imposed by this regulation: charges for the collection of garbage; fees for water service and sewer service connections; rates and charges for water services, sewer services, or combined water and sewer services; water and sewer deposits; building permit fees; charges and fees with regard to the inspection of buildings pursuant to the Minooka Building Code and the Minooka Fire Prevention Code; fines or penalties as may be imposed for violations of the provisions of this Code; and fees or charges with regard to any licenses or permits which may be issued pursuant to this Code.
