Whenever any vacancies shall occur in any manner whatever in any of the offices provided for in this chapter, the village president and board of trustees shall fill such vacancy at their next regular meeting, unless the interests of the village require it to be done sooner, in which event the village president or any two (2) members of the board may call a special meeting for that purpose.
