1-6-4: COMMITTEES:
At the first regular meeting of the Board of Trustees held after the regular Village election and qualification of the Village President and members of the Board, or as soon thereafter as is convenient, and at the first regular meeting in the month of May in nonelection years, the Village President, with the advice and consent of the Board of Trustees, shall:
   A.   Name the standing committees and Commission members, which shall include:
      1.   Finance.
      2.   Economic development/public relations.
      3.   Public works.
      4.   Parks and recreation.
      5.   Public safety.
      6.   Ordinances/building.
      7.   Board of local improvements, to consist of two (2) trustees with the village president as chairman.
      8.   Budget, to consist of all trustees to annually review the budget for presentation to the village board prior to the beginning of the fiscal year.
      9.   Liquor Commission, to consist of two (2) trustees with the village president as chairman.
      10.   Forestry Commission, with membership as set forth in Section 2-6-1 of this Code.
Unless otherwise specified above, the committees shall consist of up to three (3) trustees, each with one trustee to be designated as committee chair. Members of the above specified committees shall hold their offices for one year or until their successors are appointed. When a vacancy shall occur in any of the above committees, the village president shall fill the same forthwith with the advice and consent of the village board. No member of the board of trustees shall be excused from serving on committees.
   B.   There is established a standing committee known as the committee of the whole, which shall consist of the village president and all of the trustees.
      1.   The committee of the whole shall consider and discuss, but not act upon, affairs of the village.
      2.   A quorum of the committee of the whole shall not be less than four (4). The village president shall serve as chair of the committee of the whole and conduct the order and consideration of business of the committee of the whole. In the absence of the village president, the trustees shall appoint one of their number to act as temporary chairman, who shall perform the duties of chair for the time being.
      3.   The committee of the whole shall meet on the dates as determined by the annual reorganizational meeting or thereafter. If any committee of the whole meeting falls on a legal holiday, then the committee of the whole shall designate another meeting date. The village president or any two (2) trustees may call special meetings of the committee of the whole and each trustee shall be notified of all special meetings.
      4.   Committee of the whole agendas will be prepared by the village administrator or clerk at direction of the village president and village board. Any village board member can place an item on the agenda by contacting the president, administrator, or clerk.
   C.   Ad hoc committees may be established by the village president, subject to advice and consent of the village board, for matters that the village president and board deem appropriate. (Ord. 2007-26, 5-22-2007; Ord. 2019-19, 8-27-2019; Ord. 2021-10, 5-5-2021)
