The Village President shall appoint, by and with the advice and consent of the Board of Trustees, all officers of the Village whose appointment or election is not otherwise provided for.
He may delegate to any officer any duty to be performed; and whenever there is a question as to the respective duties and powers of any officer of the Village, this shall be settled by the Village President. (1977 Code)
