4-2-2: RESIDENTIAL CODE:
   A.   Code Adopted: The International Residential Code, 2018 edition, including Appendix Chapters F, H, J, M, O, Q, R, and S, as published by the International Code Council, is hereby adopted as the Residential Code of the Village of Minooka, in the State of Illinois. It shall be unlawful to erect or improve any building or structure which does not comply with said code, except as hereinafter provided.
   B.   Copies on File: At least one copy of the 2018 International Residential Code has been on file in the village hall for more than thirty (30) days prior to the adoption hereof and is now on file. The building officer and inspector shall keep on file in his office at least one copy of the 2018 International Residential Code, which shall be available for inspection.
   C.   Modification: The 2018 International Residential Code adopted by subpart A of this section is further revised, modified, added to, and/or supplemented by the following, which shall supersede the relevant portions of said code to the extent of any conflict:
      1.   Section R101.1 Title. Insert: Village of Minooka
      2.   Section R101.2 Scope. Add to this paragraph: Townhomes of over 4 dwelling units in a single building will be classified as an R-2 occupancy according to the 2018 International Building Code .
      3.   Section R105.2 Work Exempt from permit. Buildings: Delete the following Numbers 1, 2, 5, & 10.
      4.   Section R105.3 Application for Permit. Add the following to the list of application requirements:
         “8.   Include window and sliding glass door energy conservation information, R and U Values.
         9.   Include HVAC heating and cooling load calculations”
      5.   Add Section 105.10 as follows:
         “105.10 Condition of Permit. Upon completion of the foundation walls and any structural elements which are a necessary part of the construction of the foundation walls, or are necessary for the completion of the foundation walls, and before proceeding with further construction, he or she shall file with the department, a survey, prepared and signed by a registered Illinois land surveyor, showing the location of the structure perpendicularly to lot lines and the elevation of the top of the foundation walls at all four (4) corners for which a foundation permit has been issued.”
      6.   Section R301.2 Climatic and geographic design criteria. Insert the following into Table R301.2(1):
         Ground snow load: 25 pounds per square foot (no reductions considered);
         Wind Design: Basic wind speed: 90 M.P.H., Topographic effects: No, Special Wind Region: No, Wind-borne Debris Zone: No;
         Seismic design category: B;
         Subject to damage from: weathering: severe, Frost line depth: 42", Termites: Moderate;
         Winter Design Temperature: 0 degrees F;
         Ice barrier underlayment required: yes;
         Air freezing index: 2000
         Mean annual temperature: 50.1 degrees F;
         Manual J Criteria: Elevation 581, Latitude 41 degrees N, Winter Heating 0 degree F, Summer Cooling 90 degrees F, Altitude Correction Factor N/A, Indoor Design Temperature Heating 70 degree F, Design Temperature Cooling 72 degrees F, Heating Temperature difference 70 degrees F, Cooling Temperature difference 18 degrees F, Wind Velocity Heating 10mph, Daily Range M.
      7.   Section R302.2.1 Double walls. Change “two 1-hour” to “two 2-hour.”
      8.   Section R302.2.2 Common walls. Under item 2 change “2-hour” to “4-hour.”
      9.   Section R302.3 Two-family dwellings. Change “1-hour” to “4-hour.”
      10.   Section R309.1 Add the following: “Provide a 6 inch high x 6” wide concrete curb at the wall between the Garage and the Dwelling unit. Provide a 6” high x 6” wide curb at all stairs within a garage.”
      11.   Section R313 AUTOMATIC FIRE SPRINKLER SYSTEMS shall be deleted in its entirety.
      12.   Section 319.1 Address identification. Change “4 inch” to “5 inch.”
      13.   Section R402.1 Wood Foundations. Shall be deleted in its entirety.
      14.   Figure R403.1(2) Permanent Wood Foundation Basement Wall Section shall be deleted.
      15.   Figure R403.1(3) Permanent Wood Foundation Crawl Space Section shall be deleted.
      16.   Add new section as follows: R903.5 Gutters and Downspouts. “All structures shall be provided with gutters and downspouts unless specifically permitted by the Building Official and Inspector.”
      17.   Section R2501.1.1 Illinois State Plumbing Code: Shall be added as follows: “All plumbing work shall conform to the 2014 Illinois State Plumbing Code unless the provisions as set forth in this Chapter 25 are more restrictive.”
      18.   Delete Chapters 26, 27, 28, 29, 30, 31, 32 and 33 and replace them with: “All plumbing work shall conform to the Illinois State Plumbing Code latest edition, as adopted by the Illinois Department of Public Health.” (Ord. 2010-28, 10-26-2010; amd. Ord. 2020-29, 10-27-2020)
