4-1-1: BUILDING OFFICER AND INSPECTOR:
   A.   Office Created: The office of the building officer and inspector for the village is hereby created.
   B.   Appointment: The building officer and inspector shall be appointed by the village president and board of trustees.
   C.   Duties: Duties of the building officer and inspector shall include administration and enforcement of the building code for the village. He shall have the authority to issue building permits, certificates of occupancy and stop work orders.
   D.   Action On Applications: The building officer and inspector shall not issue any permits or certificates of occupancy provided for in this chapter without first having received the applicable fees for that permit or certificate. In the event an applicant for a permit or certificate, as provided for in this chapter, is in violation of any of the provisions of this chapter, including the provisions regarding the payment of fees, with regard to any property in the village, then the building officer and inspector may withhold issuance of that permit or certificate until the applicant complies with the applicable provisions of this chapter. The violations of this chapter, as described above, may relate to the property for which the permit or certificate is being requested, or may relate to any other property located in the village.
